National database, in its simplest form, is a term used to describe a "database" that could, with an intrinsic "breaking-through barriers nature", provide consolidated diagnostic ability to enable interested parties to make better data based decision about the "nation".

To have a success of such effect and show the technical and operational feasibility and advantages at a smallest recognizable level, which is Kebele, - the need to identify the characteristics (variables) used to describe the nation and bringing the scheme down to such level is inevitable.

From the broad categories of resident and business databases Project K11 gazed at Residence Profiling.

 

Project Mission and Objectives

Project Mission

Project k11 is a project that will provide comprehensive analytical capabilities that enable anyone to make data-based decisions about residents and businesses in Ethiopia by developing a scalable architecture to serve as the national database for a variety of user purpose, most notably, strategic analysis.

Project Objectives

The general objective of the project is to build an integrated and fully functional residents and businesses database system for Ethiopia which provides flexible reporting mechanism. Based on these general objectives the specific objectives of the project are:

  • Giving a unique identity for residents and businesses in Ethiopia
  • Avoiding redundant records
  • Preventing, to the extent possible, inconsistencies that leads to incorrect and conflicting information
  • Providing a means so that not only existing or developed applications can share the data in the national database, but also new applications can be developed to operate against that same stored data.
  • Ensuring that all applicable standards are followed in the representation of the data
  • Ensuring that the only means of access to the database is through the proper channels, and hence define authorization checks to be carried out whenever access to sensitive data is attempted.
  • Maintaining the database integrity
  • Balancing conflicting requirements
  • Providing ability to search on any data element
  • Providing the ease to construct complex search criteria
  • Provide coherent and consistent information for decision makers at all levels
  • Easily access residents and businesses' public information
